President Donald Trump said Thursday he will not sign the bipartisan 21st Century ROAD to Housing Act, a bill that includes a multi-year ban on a U.S. central bank digital currency. “I will not sign the housing bill,” Trump wrote on Truth Social, calling the move a protest over the Senate’s failure to pass the SAVE America Act.
However, the bill will automatically become law tonight at midnight unless Trump issues a formal veto. Reached by Decrypt, a White House spokesperson declined to say whether the president intends to veto, directing the inquiry to Trump’s Truth Social post.
Consequently, if Trump does veto the legislation before the deadline, the bill would return to Congress. Lawmakers would then need to pass it again with a two-thirds majority in both chambers—a hurdle the bill already cleared by wide margins, passing the Senate 85-5 and the House 358-32.
The housing bill primarily aims to boost U.S. construction by cutting regulations and limiting institutional investors from buying residential housing. Lawmakers also added a provision prohibiting the Federal Reserve from issuing a CBDC through the end of 2030.
Crypto and privacy advocates welcomed the CBDC language, arguing a government-issued digital dollar could enable federal surveillance of Americans’ financial transactions. The Federal Reserve has repeatedly stated it would not issue a CBDC without congressional authorization.
