Russia blocks WhatsApp, pushes surveillance app 'Max' to control digital communication.

  • Russian authorities moved to fully block Meta’s WhatsApp on February 12, 2026, to funnel users toward a state-controlled alternative.

Russia moved to fully block the encrypted messaging app WhatsApp on Thursday, February 12, 2026, aiming to redirect its over 100 million Russian users to the state-developed “Max” app. This coordinated pressure campaign marks a significant escalation in the Kremlin’s crackdown on foreign communication platforms. However, WhatsApp publicly condemned the move, stating that isolating users from private communication is a “backwards step” that reduces safety.

Consequently, digital rights advocates warn that Max is designed as a government surveillance tool in waiting, modeled on China’s WeChat. Shady El Damaty, a digital rights advocate, noted this is a common authoritarian pattern to create centralized control points for communication. Meanwhile, Russia’s communications regulator, Roskomnadzor, has simultaneously moved to restrict the Telegram app for non-compliance with local law.

Telegram co-founder Pavel Durov responded by calling the move authoritarian, arguing it is meant to force citizens onto a state-controlled platform built for censorship. He pointed to Iran‘s failed attempt to ban Telegram eight years prior as evidence that such strategies often backfire. However, Kremlin spokesman Dmitry Peskov told state media that restoration of services is only possible if the companies engage in dialogue and comply with Russian law.

El Damaty emphasized that controlling communication infrastructure is foundational to controlling speech and identity. He warned that without truly decentralized systems designed without backdoors, the same broken, surveillant structures will be rebuilt. The situation highlights a global struggle between private, encrypted messaging and government demands for access and control.
