Modder WTTDOTM has released the Grand Theft Automated License Plate Reader mod, adding 235 simulated Flock surveillance cameras to GTA V’s fictional Los Santos. The cameras photograph and track players, reporting in-game offenses to police while allowing players to destroy the devices.
The mod arrives amid growing real-world opposition to Flock Safety’s automated license plate readers. According to reports, the system records vehicle plates and identifying details for police to search, but critics point to concerns about misuse and privacy violations. A Washington Post investigation identified at least 69 police officials accused of misusing the technology.
“Flock is a scourge on America,” WTTDOTM said in a promotional video on TikTok. “It’s a private, eight-billion-dollar surveillance company that operates over 100,000 cameras across the country.”
Meanwhile, Flock CEO Garrett Langley has defended the technology’s public-safety role, calling for compromise between privacy and safety. The Texas Tribune confirmed that Gov. Greg Abbott ordered state agencies to stop funding Flock cameras.
This mod follows a tradition of player-driven game modifications. In 2021, creator keanuWheeze’s Metro System mod added rideable trains to Cyberpunk 2077, which developer CD Projekt Red later integrated into the official game. Players continue to modify GTA V as the industry awaits Grand Theft Auto VI, though anticipation has attracted Hackers and Malware threats.
