The UK government has sanctioned one of Southeast Asia’s largest illicit cryptocurrency marketplaces, Xinbi, targeting its role in enabling scam centers that exploit trafficked labor and defraud global victims. This action further targets associated entities and individuals in an escalating international crackdown on transnational crime networks.
According to a government announcement, Xinbi offers services like selling stolen personal data and satellite equipment to scam operations. Consequently, the sanctions aim to isolate the platform by disrupting its ability to send and receive cryptocurrency transactions.
“The awful human rights abuses perpetrated in these scam centres,” said Minister Stephen Doughty. He stated the sanctions send a clear message that the UK will not tolerate these operations targeting British victims.
The sanctions also hit Legend Innovation Co., operator of the #8 Park compound linked to the Prince Group. This facility is believed to be Cambodia’s largest, with capacity for 20,000 trafficked workers, and its director Eang Soklim was also sanctioned.
This follows joint sanctions issued last year by the US and UK against the Prince Group and its chairman. That earlier action led to regional arrests and the seizure of assets worth over $1.26 billion.
Scam networks in Southeast Asia represent a global threat, as confirmed by Interpol last November. These criminal operations often rely on human trafficking, creating what Amnesty International has called a “humanitarian crisis.”
Global pushback is intensifying with actions like Taiwan’s indictment of 62 people for laundering scam proceeds. Meanwhile, the US launched a “Scam Center Strike Force” in November 2025, claiming $580 million in crypto seizures.
