The Canton of Bern’s parliament has approved a groundbreaking motion to investigate Bitcoin mining as a solution for surplus energy management and grid stabilization, marking Switzerland‘s latest move into digital asset infrastructure.

Parliamentary Support Overcomes Government Resistance

The initiative, introduced by the Parliamentary Group Bitcoin on March 14, 2024, secured a decisive victory with 85 votes in favor and 46 against, despite facing opposition from the government council. The proposal, titled "Cantonal Bitcoin Strategy III," directs authorities to examine how Bitcoin mining operations could benefit the region’s energy infrastructure.

Samuel Kullmann, an EDU representative and key supporter of the motion, addressed the victory in light of initial skepticism, stating: "Even though the debate was heavily influenced by classic FUD arguments and missed the point, the proposal ultimately found a clear majority."

Strategic Energy Management Goals

The approved motion requires the government to prepare a comprehensive report focusing on three primary areas:

  • Identifying locations with unused energy capacity
  • Evaluating potential partnerships with Swiss mining companies
  • Analyzing grid stabilization possibilities during supply fluctuations

The proposal emphasizes that "Bitcoin mining companies bring in investments, create jobs, and help to develop renewable energy sources in many places around the world."

Cross-Party Support and Opposition

The initiative garnered support from diverse political groups, including the Swiss People’s Party, Green Liberal Party, Center Party, and EDU, according to a Blocktrainer report. However, the government council previously recommended rejection, citing concerns about energy usage, sector competition, and Bitcoin’s status as non-legal tender.

Environmental Impact Considerations

The proposal emerges amid ongoing debates about Bitcoin mining’s environmental impact. Recent research suggests that restricting mining operations in certain regions might inadvertently increase global carbon emissions by shifting activities to areas with less sustainable energy sources.

The Canton of Bern’s approach mirrors successful implementations in Texas, where Bitcoin miners collaborate with grid operators to balance energy supply and demand, providing a potential framework for Swiss implementation.

This development represents a significant shift in Swiss policy toward digital asset infrastructure, potentially positioning Bern as a hub for sustainable cryptocurrency operations in Europe.
