The U.K.’s domestic intelligence agency MI5 issued an unprecedented “Security Service Espionage Alert” on September 30, warning that over 100 U.K.-linked academics have aided China’s intelligence gathering through a front company for Beijing’s state security service. The alert identifies the China General Technology Research Institute (CGTRI) as an organization that funds research to directly improve Chinese Ministry of State Security (MSS) technical capabilities for espionage.
CGTRI, also known as the China Academy of General Technology, funds research on artificial intelligence, cybersecurity, covert communications, and steganography, according to MI5. In some cases, contributing academics may not be aware that CGTRI provides the monetary backing.
U.K. academic institutions are urged to immediately review any ongoing or planned collaboration with CGTRI and trace funding sources when working with Chinese institutions. The alert cautions that continued collaboration could lead to prosecution under the National Security Act 2023 for providing material assistance to a foreign intelligence service.
The Chinese embassy in the U.K. called the accusations “imaginary and purely fabricated,” with a spokesperson adding that exchanges have always been voluntary and compliant with laws. The embassy urged the U.K. to stop spreading falsehoods and undermining educational cooperation.
The U.K.-China Transparency think tank reported that CGTRI specializes in cybersecurity, signals intelligence, and AI-enabled tools for strategic national objectives. These capabilities are especially useful for conducting cyber-attacks that Chinese agencies have executed against U.K. companies, universities, and public services.
