US May Allow Nvidia to Export Older H200 AI Chips to China

US Considers Approval of Nvidia H200 Exports to China: Report

  • The United States is preparing to allow NVIDIA to export older H200 GPUs to China.
  • This plan aims to balance strict AI chip export restrictions with concerns about losing business to Chinese competitors.
  • The H200 chips are about 18 months behind Nvidia’s most advanced products.
  • Previous attempts to deliver less powerful H20 chips to China were rejected by Beijing.

The U.S. Department of Commerce is reported to be developing a plan to permit Nvidia to sell its H200 graphics processing units (GPUs) to customers in China. This move comes as American officials try to navigate between imposing tough export controls on advanced AI hardware and retaining market share in China. The H200 GPUs are around a year and a half older than Nvidia’s latest offerings.

Officials are considering this export allowance as a compromise. According to a person familiar with the matter, the plan is meant to address concerns that strict bans on high-end chip sales may drive Chinese businesses to domestic rivals. The proposal emerged after earlier efforts to sell Nvidia’s less capable H20 chips to China were refused by Beijing, as noted in a recent report.

The ongoing restrictions on advanced AI chip exports are part of broader efforts by the U.S. to limit China’s access to cutting-edge technology. The H200 GPU, while still powerful, does not represent the current top tier of Nvidia’s AI hardware lineup. The products under consideration for export trail Nvidia’s newest technology by approximately 18 months.

U.S. agencies are working to identify export policies that allow some level of technology access without enabling the most advanced AI development. This approach reflects a measured strategy to balance national security interests with the realities of global technology markets.
