The administration of Donald Trump is preparing a postwar plan that would propose offering Palestinians in Gaza digital tokens in exchange for “voluntarily” leaving their land. The initiative aims to clear areas for redevelopment, transforming the land into smart cities and tourism projects.

According to documents cited by The Washington Post, the plan—known as the “GREAT Trust Proposal”—envisions creating six to eight “AI-powered, smart cities,” an “Elon Musk Smart Manufacturing Zone,” and a real estate development named Trump Riviera. The development would follow the model of Dubai’s artificial Palm Islands.

Those who agree to trade their land for digital tokens would be permitted to return after ten years, once reconstruction is complete, to use their tokens for ownership of newly built homes. The trust managing the process estimates that this approach could save $23,000 per individual compared to the cost of providing temporary housing for those staying in Gaza.

The plan includes a blockchain-based land registry, allowing the sale and distribution of these digital tokens to investors. Tokenized land rights could eventually be traded on a secondary market. Approximately 500,000 people are expected to leave Gaza as part of this plan over a ten-year period.

A “Land Trust” would hold deeds from residents giving up property, as well as about 30% of Gaza land that the trust considers public and under its control. According to planning documents, Israeli authorities would reduce their administrative role in Gaza while still retaining control over security matters.

A police force, assembled from private military contractors hired by the trust, would enforce order before transitioning control to local authorities with limited autonomy for Gazans over time. A former Israeli military intelligence officer, Liran Tancman, stated in official documents that the project could appear as “appropriation of land.”

The full proposal was developed by the Israeli-backed Gaza Humanitarian Foundation, an aid group criticized for operations linked to civilian harm. The international community has called for Palestinian statehood, but the plan does not address recognition or mention the country’s name.

According to the International Association of Genocide Scholars, Israel’s actions have met legal criteria for genocide, citing attacks against civilians, deprivation of resources, and forced displacement. The trust’s plan would also offer families the option of permanent relocation, including four years of subsidized rent and financial packages valued at $55,000.
