The Shanghai Cooperation Organization (SCO) began its Global Mayor’s Dialogue on July 15, 2025, in Tianjin, China, bringing together representatives from its member nations to explore developments in trade and cooperation. The event focused on practical steps to enhance the alliance’s effectiveness and to consider new economic agreements.
During the summit, China presented a proposal to establish a digital trading platform designed to help SCO countries conduct trade without dependence on the US dollar. “We also hope to establish a convenient digital trade platform with SCO member cities to engage in commercial logistics cooperation and supply chain collaboration,” said Wang Xu, Vice Mayor of Tianjin. This initiative still requires approval from all member countries to move forward.
Beyond digital trade, SCO delegates discussed expanded collaboration in areas such as transportation, technology, investment, and tourism, according to Wang Xu. He noted, “We are discussing projects in transport, technology, and tourism; many of them are now under the SCO framework. SCO (2025 summit) has become the world’s largest transregional organization, influencing politics, economics, and culture far beyond Eurasia.” The summit also included conversations about improving urban infrastructure and fostering green development.
The summit marks a significant gathering, with all leaders and foreign ministers from SCO’s ten members—China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, India, Pakistan, Iran, and Belarus—in attendance. Observer countries, including Mongolia and Afghanistan, also participate in the discussions.
The SCO is a consensus-based alliance, requiring agreement from all members for new initiatives. Trade channels between member cities, such as routes to Tashkent and Minsk, continue to support increased e-commerce and digital trade within the organization.
