Rio de Janeiro has formally announced it will host the permanent headquarters for BRICS beginning in 2025. City officials submitted a detailed plan to establish this administrative center, aiming to make Rio a central hub for international diplomacy.

Eduardo Cavaliere, Deputy Mayor of Rio, presented the operational plan during talks with Brazil’s Ministry of Foreign Affairs. The proposal focuses on using the city’s historic Brazilian Jockey Club as the headquarters. “Discussions with the Ministry of Foreign Affairs are ongoing, and the city is prepared to offer infrastructure to accommodate a permanent BRICS presence alongside the New Development Bank”, Cavaliere said. The plan includes Hosting major BRICS summit events and aims to institutionalize the group’s operations in the city.

Until now, BRICS—the economic bloc made up of Brazil, Russia, India, China, and South Africa—has not had a permanent administrative base. Instead, leadership rotates among member countries. Currently, some central BRICS institutions operate in China. The New Development Bank is based in Shanghai, and the BRICS Partnership on New Industrial Revolution Innovation Center is located in Xiamen. The Rio headquarters would be the first true administrative hub separate from existing financial and innovation centers.

According to plans, the headquarters will deliver economic benefits to Rio de Janeiro, such as attracting foreign investment, generating jobs, and increasing tourism revenue. The Brazilian Jockey Club, designed by architect Lúcio Costa, will host global activities and events related to the BRICS community.

More than 4,000 attendees from 37 countries participated in 2025 BRICS meetings held in various locations across Rio. Meetings included finance ministers in Copacabana and business forums in the city’s Port Zone. Attendees represented both BRICS member countries and international partner organizations, highlighting Rio’s growing role in international diplomacy.
