Moldova’s National Anticorruption Center (CNA) has exposed a sophisticated crypto-financed scheme designed to sway the country’s upcoming 2025 parliamentary elections. According to local media reports, CNA director Alexandr Pinzari stated the operation involved the illegal financing of political parties.
The “complex transaction scheme” used non-custodial wallets to move over $107 million in USDT. Consequently, an intermediary in Moldova converted these digital assets into cash for distribution.
Funds were ultimately used to bribe voters and pay activists for promoting specific candidates. Meanwhile, the origins were traced to centralized crypto platforms in Russia and Kyrgyzstan.
Blockchain intelligence from TRM Labs connected the campaign to the “Russia-backed foreign influence operation InfoLider.” Their analysis, aided by a Moldovan investigative journalist, pointed to the Kyrgyzstani exchange TokenSpot as a likely source.
TRM Labs Senior Analyst Chris Keegan told Decrypt that TokenSpot is a probable front for the sanctioned Russian exchange Garantex. He added that this network is part of a larger Russian sanctions evasion ecosystem.
This ecosystem includes the ruble-backed stablecoin A7A5, which moved $72 billion to illicit entities in 2025 according to TRM Labs. The European Commission has consequently considered a bloc-wide ban on crypto transactions with Russian entities.
