Ethereum developers are steering the network back to its cypherpunk origins by scheduling the FOCIL mechanism as the headline consensus-layer change for the 2026 Hegota upgrade. This proposal, formalized as EIP-7805, is designed to guarantee censorship resistance at the protocol level by forcing validators to include all transactions.
Consequently, if a proposed block ignores valid transactions from inclusion lists, the chain can fork away from it. This ensures any valid public-mempool transaction gets included within a bounded number of slots, directly addressing past incidents where validators ignored transactions from sanctioned protocols.
In an X post, Ethereum co-founder Vitalik Buterin explained that FOCIL works in synergy with EIP-8141. He stated this combination makes smart accounts and privacy protocols “first-class citizens.”
“FOCIL enables censorship-resistant rapid inclusion of any transaction,” Buterin wrote. He added the system gives “guaranteed rapid inclusion,” meaning almost any transaction would be processed within one to two slots, even in an adversarial environment.
However, critics argue the change creates significant risks for network validators. Ethereum developer Ameen Soleimani wrote that forcing validators to include transactions is a “big problem.”
Still, many Ethereum developers believe FOCIL’s benefits outweigh the downsides. Buterin described a broader ambition to create a “cypherpunk” ethos within the network in a separate post.
